Worker Bage Help Please

I picked this item up from another collector. He has is labeled as a WWII Japanese worker badge. After looking at it the characters look more like Chinese but I do not know. My translator app was of no use. I also could not find anything similar when searching 'WWII Japanese worker badge' Any help is appreciated. Thank you for looking.

"Site/scene access permit" written in pre-war script, but used most likely for restricting access to a building site or a crime scene, not for any factory. Likely a police item.
