I am skeptical about the authenticity simply due to the clean and crisp green overstamp. I would expect more fading and wear and I beleiev this may have been added on post 1945.

This is basically an old Polish banknote over stamped with a reproduction / fantasy ink stamp. Many people get caught out by these, hence the repeated appearance of such material.

You see all sorts of stamps like this on old banknotes. SS, Totenkopf, the Star of David, all fantasy embellishments designed to deceive. The irony is that they're removing any collector value the note had, turning it from something worth a small amount of money to something utterly worthless. There are many high-value uncirculated banknotes that have been completely ruined in this manner too.
