I believe these are hangers for the Russian Navy daggers. Similar to the German hangers, but the buckles, lions face and fastening are different.

Would not the Imperial Russian and Soviet navy dagger hangers should have an anchor, not a lion?
It's not my area, so I apologize if I'm wrong.

I have only touched on the subject myself. I do know that the Imperial Russian hangers had the lions face. A variety of Russian/Soviet navel hangers exist. The blue hangers shown may be WW2 Soviet era hangers. The yellow hangers are Senior Officers parade hangers for I believe the 1945 model dagger. Yellow parade hangers exist with lions face, but anchor belt buckle as well.

I was always under the impression that the Russian dagger hangers had a lions face that expressed surprise almost a cartoon look to them, but I could be wrong, I think there was also a thread about them somewhere on the forum
