Hello,
these kaiserliche marine officers buckles were introduced in 1902, following the previous model without the W and can be found in the following sizes
60 mm for the full dress brocade belt
50 mm for the black leather service belt
30 mm for the black fabric dagger belt introduced in 1902
40 mm for the black fabric dagger belt which replaced the 1902 model in 1911
Color is gold for the sea officers and silver for the administrative ones
It is indeed a very attractive buckle which was also worn by the officers of the See Bataillone (imperial marines)

The silver version was also worn by navy padre/chaplain/vicar/priest/witch doctor types. I once saw a nice example with a black leather belt with purple backing instead of blue.
