In my opinion, this is an original buckle, but others might feel differently. There are some potentially fake buckles utilizing this same design, but it is also seen on undoubtedly original buckles.
Here is a near mint crank catch. The ears are much larger on your buckle.

Take a look at the unusual design of the eagle and the strange prongs. Both features seem to match wpheaton's example.
Couple of questions, is the inside of the buckle pebbled? Can you get square on pics of the buckle back and front and a picture of the prongs if possible? Also have you looked through this thread

I also believe that your buckle is original BTW as to maker it looks like one of the unknown ones at the moment, better pics would help though
