I think it as to do with colonial troops, but not sure where thise one was worn.

Malcom, Kris is correct...Colonial truppen badge for wearing on the hats/fez of native troops in Africa, see attached link showing the very same badge, nice find !....German Colonial Uniforms
I show the type of troops who wore this badge, the fabled "Askari" on a patriotic postcard I own (you can see the badge on the fez !).
