Looks to be an old copy of a WW1 Iron Cross 2nd class.
I would consider this a Patriotic Jewelry/Sweetheart piece...nice enamel, fairly easy to find...

It may be a watch/key fob perhaps, but there's no way to tell it's size, it needs something to be put next to it to give it scale.
