Original? : Medal for Public Order

I seen this, and was thinking if it was an original. It seems like it is, I don't see any apparent flaws, but I will post it so I have professional opinion.

    A very curious mosin

Hey all, pal of mine recently got this Mosin.

    It is a finish used 91 w/o a date.
Stock has a few odd markings, a Deutsches Reich stamp
