Name and part of army number find inside hsat. Try to identify this vet

I live in France and just find an early HSAT with fiber band.

First letter of forename and last name and army number are found inside. I try to find who is this Vet. Who can help me?

Sergeant W. B. 85698 (only five numbers for his army number ? so I am not sure it is complete !
