New Member and also an Ash Tray question

Hi, new to this forum . Recently into collecting silver ware and came across this silver/silverplated? ash tray(?) with GEBR HEPP 3
on the bottom of the ashtray.
The ash tray is about 3.75 inches in diameter.

would like to know more about this.
Is this an ashtray?
it is silver or silver plated?
origins?
