Basically, what you already said: It's civilian and for hunters.
It's simply a decorative hat badge.

It is probably a badge for a Schützenverein, shooting
union or association, as they used very often the target
as symbol. I have checked various manufacturers-catalogues,
but the exact one as shown in post 1 is not amongst them.
In combination with the green "rosette" it is possible it was
worn with the specific hat.
