I haven't seen anything like this before, and I must say, I think it is fantasy collar tab

In my opinion this could very well be a period original. Most likely foreign volunteer/ axis related.
I browsed a bit in my library and it looks similar in construction and colour to Norwegian Labour Service specialist in some form or another.

Don't throw it in the trash just yet
