I doubt it is related to interpreters as that would usually be represented by the flag of the language concerned though I have not seen a TR example that I recall.
I am aware of this combination of symbols used to express Fascist Italy / Nazi German unity but I don't think it appeared on military uniforms.
This one has a post war look to my eye and I would look towards post-war right wing groups or symathisers to ID it.
