Help needed with identification

I have posted details on another thread concerning a group of insignia I have obtained.

Amongst the items was the following cloth badge that I would like to ask Forum members to help identify.

Google search reveals probably from the organisation responsible for foreign, probably forced, labour within the TR. Not someone you'd invite for tea with grandma. Deployment of foreigners.
