Identifying this Unknown G U V Stickpin Device

Found this stickpin device recently in a varied collection of WWII and immediate post-war pieces from Berlin my Dad had as part of his estate.

Can someone tell what the GUV (although I guess it could also be GUU) letters represent, and if there is any value or worth to this?
