It appears to be a Stahlhelm member taken in the very early 1930's.

From the presence of the Swastika armband, we can tell that the photograph was taken between 1933 and 1935.
In 1933, the Stahlhelmbund came under Nazi control and was subordinated to and partially absorbed by the SA. During this transitional period, Swastika armbands were worn with the Stahlhelm uniform. (The man also appears to be wearing the early-model "political" cap eagle, although it is too blurry to make out with certainty. This was authorized for the Stahlhelm in September 1933, although it was supposed to be worn between the national- and state cockades.)
In November 1935, what was left of the Stahlhelmbund [by then known as the NSDFB (Stahlhelm)] was disbanded.
This guy has nothing to do with Stahlhelm at all.
It is not a sharp and best photograph, but I would rate it to be Postschutz
in about later 1933 or early 1934.
