Strange, and maybe because I have not been looking for one, but in over 40 years of military, gun shows, and an extensive library, I just cant recall seeing one like this. Anyway, the lettering on the front looks like the same type of font I have seen on other TR tinnies and whatnot. The backing fabric looks suspect, strange color, or maybe just the photo? Sorry I cant be of better help, but I will hang around, I just might learn something.
I know they should be curved to fit on the arm. Also should have mounting holes. Should also be a hollow back construction.
The backing I am not sure of, not many reference pics.
I hope Mr Wim Saris doesn't mind me using this picture if so I offer my sincere apologies. It is from his book headgear of Hitlers Germany volume four page 489. Theres not a high resolution image of the badge itself. But it does give a good visual reference point as far as size and style. Plus its nice to see one in period wear. To think outloud I rather like the piece you show. It has fairly good detail especially to the feet/wreath area and to the lettering, also the reverse seems to show a very consistent thickness around the backside perimeter edge. Here's another from germanwarbooty's archive. Again compared to the one you've posted I still like it. But as stated never handling one before I cannot say one way or the other.
