The text "Deutsche in Übersee" means "Germans Overseas".

The logo and abbreviation (VDA) in the gold-rimmed circular field on the lower half of the globe are for the Volksbund für das Deutschtum im Ausland [National League for German Culture Abroad].
A present-day incarnation of this association still exists under the name of Verein für Deutsche Kulturbeziehungen im Ausland. (See Verein für Deutsche Kulturbeziehungen im Ausland - Wikipedia, the free encyclopedia )
