Rad armband

Opinions on this guy would be greatly appreciated

I was able to find this one online, but there was no description besides "RAD Armband"...I speculate here, but the Blue/White leads me to believe it may be for RAD-Members employed in Luftschutz, Rubble-removal Teams, etc...

The dealer is assuming it is for graduated officer cadets. I have also read that it is for rad members helping out with anti- aircraft. So any info is appreciated.
The condition is the only thing kinda bugging me.
