This badge was annouced in Uniform-Markt trade magazine in 1943.

Sorry to chime in so late, But I believe the "Robin Hood" cap posted has an Edelweiss Rad Arbietsgau Alpenland, Oberdonau, Badge.. The badge in question that started this particular thread is a Niedersachsen Ost Gau XVIII badge...Just my two cents and Merry Christmas...Gwar
