    This is a variant of the Traditions Mutzenabzeichen for the Arbeitsdienst. The hollow pin back is a lighter weight but the appearance is the same as the solid type. These were produced for the Arbeitsgau XVIII Niedersachsen-Ost starting about Dec. 1936. It is a very old symbol of two crossed horse heads, that can be witnessed in certain period RAD photos in various ways.
