Good idea to collect this type of photos, "Gefreiter Otto", we can see the way of wearing these badges or decorations and thus date the photos.
I tried to give you the meaning and the date of distribution of these badges, unfortunately some are not visible enough or are not part of the general distributions, but of those of the different Gaue (45) and there the search is very complicated due to the impressive number of badges published.

ca. 1934/1945.
The Austrian Homeland Security were paramilitary formations in Austria during the interwar period.
A Home Guard is generally an armed paramilitary unit.
