Propaganda badge HH 28 mm

Hello, I found this 28 mm badge last week in Carlsbad, Czech rep. with metal detector. Can anyone tell me some more details? Is this early or rare version? Thank you

I don't study these but they are not fantasy badges. They did exist. The hardware looks period and the enamel look good to my eyes. The lack of an RZM mark is a plus as well (from what I have heard).
