I cannot see why this would be said to be a Party badge. The thing could be a propaganda badge or a tinnie perhaps. Either way, I'd love to have the bottle cap looking thingie in my collection it looks great! The battle flag tinnie also looks good but someone else can elaborate.

In this world there's two kinds of people, my friend. Those with loaded guns, and those who dig. You dig. CE
Green is correct, looks like a sympathizer badge to me too. The Flag (40-50 Trageflagge der Kriegsschiffe) is part of a WHW (Winterhilfswerk) Tinnie set issued 16 - 17 March 1940 called Plastic Flags & Standards of the Wehrmacht.

The complete set.

Mark, possibly because André Hüsken has it down in his 2010 small badge catalog as being the first NSDAP membership badge from 1921-1924.
I disagree, and although it is real, it was never the first party badge. I tackled this very badge and topic in the first chapter of my book, and i think i have done a good job of dismissing this as "the first party badge" It is an early sympathy / supporters badge at best, and does not warrant the €350.- price tag in Hüskens book.
Great research!! I looked at this and felt it was most certainly period but had no real idea as to its purpose. What you have said makes perfect sense, this one go's in the same bin as a "NICK CLEGG, "I'M SORRY" mug! A most interesting peice of political propaganda!!
Thank you
