Leave as-is. No point in removing paint as it's part of the history of the item and most people would prefer a damaged, worn item to something that was messed with post war by another collector. And if you're looking to resell like you said you are it will definitely hurt its value as no one wants something that was destroyed/ruined by someone trying to make more $$ as you would be by stripping the paint.

I second the above. Crappy it may be, but the paint was added in the period by one of the dagger's original owners, and thus it is part of the dagger's history. If you strip it back, that history is forever lost.

If you do ANYTHING that unhinges what was made complete during the period..you will lose the history and further devalue the dagger.
There is no restoration that needs to be performed on any dagger that has had changes made during the period.
Leave it be !!
That black paint is very period and yes it was once an SA dagger and anodized. The paint tells a story of the transition of SA men to the NSKK.

I most say i totally fancy the look of it, this is a so called "one looker" it doesnt need more then a few seconds to know this is an Original.
It has character, i always go for the best possible quality available, but in this case i would take it in collection.
As Larry stated its part of its history and removing would erase that part.
You have a very nice period one there, cherish it as it is!
