Can someone tell me the purpose of this emblem?

It is a Kriegsmarine shoulder board insignia. No reason it should be on a brocade belt.

I agree with what Kirby has said.

A Kriegsmarine shoulder board “Laufbahnabzeichen” which by the anchor indicates that the wearer has risen to one of the Petty Officer ranks and by the depiction of a cog wheel, that the person by their training, have duties and responsibilities within what may be loosely described as an engine room environment.

The Royal Navy equivalent of an ERA (Engine Room Artificer) I suppose.
