First off, I must add that I do not collect TR buckles so my opinion is only about the possible simplicity of remanufacturing these items based on my assumptions about the manufacturing process which could very well be entirely erroneous
If the center-boss and clasp mechanism on the reverse is soldered to the buckle face plate then it would be simple to create a new buckle face design and solder in an original reverse center-boss with makers marks and the clasp mechanism etc. and refinish the completed buckle to make a consistent overall appearance. Which may account for the perceived quality of the finished item...if indeed it is not an original period piece.
