My theory regarding why the BM on his 2nd record card is crossed out is the following. Shortly after Volkovinsky had been awarded his BM he was given the medal + the temporary certificate. On July 18, 1946 his first record card was filled out and a few days later the temporary certificate was exchanged for a permanent document (a red medal booklet (udostovereniye k medali), dated August 3, 1946).
At this time, he had already been awarded his Red Star, but it is quite possible that he had not received it yet (otherwise they would have given him an order booklet for both awards). In either case, on May 15, 1947 he went to his local commissariat again, where his second record card was filled out and the temporary certificate for his RS was exchanged for an order booklet. At that time the clerk probably also wanted to list the details for his BM, but didn't have sufficient information (temporary certificates hold information like prikaz date, unit, etc., but the red medal booklet don't), so he just wrote down whatever information he had available - the date the red medal booklet was filled out. My guess is that when the cards were sent to the Central Archive, the BM entry was crossed out, since the information was insufficient and had already been written down on his previous record card anyway.
