Never seen anything like it before?
If it came with a lot of other German items the best guess I could come up with is it is a carnival or "Fasching” item.

Thanks Ade , thought the same thing myself possibly a Fasching emblem but I do know that there are a number of bullion emb. Imperial breast stars i.e. bavarian Max Joseph Order commader breast star etc , though it could possibly be Hesse as there is red/silver(White) emb./bullion???
