well for one thing it sure has all of the BLING ONE COULD WANT!
I looks like a civilian award for some special service. A friend's father received a very similar award for his contributions to the history of modern Germany in 1936. Dwight

Not an award I have ever studied.
That said, what are your views? Any self research dig anything up?
I will note, that there is one very interesting feature on this award that I have only see ONE other time on all the TR awards I have seen. And that "other time" was today.

My greatest fear is that one day I will die and my wife will sell my guns for what I told her I paid for them

I'm still waiting on better photos of the eagles, but this is what I found.
Examples here:
An Order of the German Eagle by Godet; 2nd Class Star - German Eagle Order - Third Reich National Awards - Germany - Europe
and
German Eagle Order - German Eagle Order - Third Reich National Awards - Germany - Europe
Both are marked 900 on the pin, but lacking the 21. They all have those two holes in the back. Pin hinge mechanism and catch look similar, but not exact match. Could be attributed to different maker.
The example on this page DOES have the 21 on the pin: German Eagle Order 1st Type
To me it looks like a "Grand Cross" as per that page.
Here is one on LST. Not say it is legit but it also has the same hinge/pin set up that I have never seen before. Learn something new every day.
