This is the Feuerwehr-Leistungsabzeichen [Fire Brigade Proficiency Badge] from the State of Baden-Württemberg. It has bronze, silver and gold grades.

As has been said above, it's post-war; in fact it is the still-current design.

No military- or Nazi connection.
