So here are my thoughts.
Looking at the reverse of your badge it looks like the hook is made from half of a pillar hinge pin mounting.
It is made from the look of it in cast zinc without really much detailing.
These solid young cossack badges are said to be made post war.

It is not a badge I would want to add my collection
