Has the look of a social welfare ribbon?

Hi Pablo from what I understand the decoration was issued in three classes and was awarded for a wide variety of services to the German state. And was also issued for lesser degrees of civil service, not warranting the higher presentation of a class award. The main requirement for the award was that the service rendered should be to the benefit of the civil population.

Hard to tell, but I think Eric is correct.

How come the eagle is on the wrong side of the tunic?

Now that is a good question! I've not come across this before so can't offer any suggestions.
I'm sure Eric is correct about the ribbon, I can't enlarge the pic right now but could it be an EK2 ribbonbar?
Can anyone make out any black stripes on the edges of the ribbon? Do you know what awards your Grandfather was awarded?
Looking for LDO marked EK2s and items relating to U-406.....
is it not a West Wall ribbon?
