This means " Red navy man Shuisky from June 6 to August 18 was on a special mission to the United States. During the march and convoy of ships with troops in Maoko-Ko showed exceptional vigilance. His reports on everything seen in the air and at sea were accurate and clear. He is morally stable, politically literate, loyal to the Lenin-Stalin party and the socialist Motherland."
Maoko-ko - probably it's Maoka, Southern Sakhalin.
