Good conduct award

Does anyone know when the "Good Conduct" awards (Award for "Irreproachable Service") was initiated?
I have heard that it was during the Civil War, but also that it was not until the 50s. So any guidance, will be appreciated.

Early 1957 - Until then, awards for long service were:
For ten years; Combat Service Medal
For fifteen years; The Order of the Red Star
For twenty years; The Order of the Red Banner
And for twenty-five; The Order of Lenin.

A number two (or second) Order of the Red Banner was awarded for thirty years service...

Which of these "Order of the Red Banner" is more correct for 20 years of service, issued in 1938/39?

Neither. Those orders were not awarded for long service until they turned into the suspension types. I do not know the exact year where these turned into long service awards, but I think that it was toward the end of the war.

I have understood that they were instituted for other purposes, but became "good conduct" awards, especially at the behest of the "Security Services", although not exclusively so. Some of whom, security services that is, rarely saw combat service, but wanted to display awards for service.
It was also my understanding that this was initially instituted sometime in the early 1930s, but I have no documentation, so I may have misunderstood.
Besides, wasn't the "Irreproachable Service" award first authorized in 1947? If this is so, then why use these other awards to do the same thing?
