strange medal with Stalin

Hello,
I found such a medal at an antiques market,
I bought it for decoration, as a copy, it was quite cheap, it cost 4 USD (15 PLN)
I couldn't find any information about this medal on the Internet, therefore I thought it was an copy,
I was intrigued by this photo of a general with the same medal
Is it possible for a general to carry a copy?
Can you please write to me whether such a medal actually exist? I am very curious about it

Hi, it's a post communism and unofficial badge simply known as "The order of Stalin. These were made by an organization that issued their own medals as a way of commemorating communism and Stalin i believe but i'm not sure. This medal was instituted in the late 90's.
