Hello Tony,
Not American, but possibly Italian the closest is the War Cross 1940-1943, But the ribbon is green with 9 red stripes.?

These ribbons fade terribly. if you look at the rear of yours it is showing a faint green tint.
here is a faded one so you can see what i mean, look at the ribbon as it gets towards the medal itself, it looks white and red through sun fading.
