this is a 88 mm mortar shell...german i believe
Very vague details given on another site re description but very close to a gas mortar shell , the designation in the no/s DL refers to gas or smoke but these were ww1 , but i believe the same applies and yes german, also very similar to american and copied by the japanese, but according to this site , the bands that you see were coloured according to contents, as i said very vague.
Possibly an 88mm Japanese mortar shell. The rounded shape WAS copied from the Germans and Americans after WW1, and could be modified to fit different types of ordnance, so Davejb could be on to something about gas.
