There is a thread somewhere on what the markings mean on the headstamps of larger calibre stuff......just can't find it at the minute !
The arrows are 'War department' arrows. The 1941 is the manufacture date. The PP/C is probably the manufacturer. The 'deep' CF and F stamps are probably quality control stamps. The 'LOT' is obviously the lot number
The markings on the inner ring will be 'mark' numbers and, again, quality control stamps and such like.
The other marks on the outer ring will be where someone has had to check something and stamped it to say he/she has done so.
Many of these larger rounds are confusing because they can carry a heck of a lot of marks. The only ones you really need are the calibre and the date. The rest is pretty insignificant once you've got those
