It’s a British 7.62 nato blank round
L13A1 means it’s a blank and well the overall body shape confirms that
1980 being year of production
RG is the maker- Radway green

Looks to be a blank round made in 1980 by RadwayGreen.
Possible NATO 7.62x51 MM
or 5.56X45mm

Blank rounds are used to simulate shooting just with out a projectile being shot

As Jb says blanks simulate the firing of the weapon with out a projectile. There is a charge of powder in the case and when fired should cycle the weapon as a normal cartridge would but with reduced recoil since the release of pressure isn’t the same as a full round. A “dummy” has no charge or primer and is used primarily for the training on loading a weapon.
