The crows foot identifies it as British, I can't see enough of the marks to ID it totally.

Looks like a shell fuze to me,most likely from a shell fired from a anti aircraft gun

FWIW, the markings are: No. 209 - II.T.G.Co. 1/40 and CV4/40 244261 241.
As the fuse base diameter is 2.5 inches, I presume its from a 3.7 inch AA shell.....?
