    I would suggest that the 'GD 04/89' is the makers mark and date of manufacture of the central 'blast cap' and the 'RLB 7/89' on the main body of he shell case are the manufacturers mark and date.

    Hi you have yourself a 4.5 inch shell case. In ww2 they were used as anti aircraft and they were also used as a naval gun round. They were used widly by the british and a few other nato members. If i have this the right way round if it in naval it will have an electric primer and if it is a land gun it will have a primer with a cap in like a pistol/rifle round.

    looking at the pick of the primer yours looks naval.
