Is this a military piece?

Hi All. This item recently unearthed, any ideas if it is military or a piece of farming equipment? I was wondering if it could be part of a mortar, though it looks more farm implement to me. (there was however, plenty of mortar action in the area). Thanks for any info. Kind regards, Francis
