unidentified rifle round

Article about: the other day i was given a rifle round with FNM and 70-19 on the base of the cartridge. can anyone identify this, and can you also advise what type of rifle and the caliber this is for? the

    the other day i was given a rifle round with FNM and 70-19 on the base of the cartridge. can anyone identify this, and can you also advise what type of rifle and the caliber this is for? the overall length including bullet is 3 1/8", the cartridge itself is 2 1/4" and the bullet neck diameter is approx. .3549.
    any ideas??
