Found last month. I would have been happier if it was marked pre 1945 (it is marked 12-46) but I think it's still a great find and the conditions are perfect.
I searched for an image of the flare on the net but couldn't find one exactly like this?

Looks like it was made at Piccatinny Arsenal (PA).
