I would suggest trying to get a clearer image of the SS standard that is just behind them. These would have the name of the unit below the pole top eagle.

I'll keep digging and see what I can find
As I haven't got access to a scanner I'm trying my best with the images I have for now.
The shape of the word is evident in these close ups, with the most obvious being the dots/circles at each end, as in (.BerlinIV.)
Although I can't read each letter the first appears to be a 'B' or 'P' or 'H' and the end of the word seems to end with a 'g' or 'y'.
.Hamburg.??
Any thoughts guys?
If this photograph is early 30s or so, it wouldn't have been 'Hamburg' but maybe 'Harburg'.
Harburg-Wilhelmsburg was commanded by Freiderich Jeckeln at this time and here is an image of him.
Possible contender?
Under magnification it is most certainly ". Hamburg."
Here is another photograph of the event from the same source and the Hamburg banner is apparent under magnifying glass here also. Just looking into this standarte now to learn more.
now that rely looks just like him.
