Based on the information in the link below the unit would have been part of Arbeitsgau 22 with a geographic location in Hessen-Nord and Constituent Arbeitsgruppens 220 to 227 were apart of this district. I believe the 4 indicates that the member was in the 4th Detachment/ Company...

RAD-Abteilung 4/225 was formed by re-assigning the former Abteilung 5/224 from Gruppe 224 Gersfeld to Gruppe 225 Schlüchtern.

It was garrisoned in a camp near Mottgers and bore the honor name "Schwarzenfels" after a nearby castle.

The unit was engaged in river regulation projects on the river Sinn and work for the Rhön plan.

The man in the photograph is a basic-level Arbeitsmann conscript.
