Unknown location and Arbeitsfuhrer, he looks similar to Generalarbeitsfuhrer Schinnerer but I am very doubtful for several reasons..

Unknown Arbeitsfuhrer but the photo set contained several clues, none of which can be substantiated, he does resemble GAF Eisenbeck but it is not him..
