Yep, it is a civilian driving licence.
I’m reading his name as Joseph Gustav Langenstück, and his DOB as 6th of June 1896.

The ones I’ve seen are normally a single piece of card or reinforced cloth (I think) that is folded in the middle, sort of like a birthday or Christmas card. So there is the front cover, two inside pages and a back cover.
I’d say it is ok and complete, because it has his name on three of the four pages. It’s just written differently. I think the name under the photo is his signature.
I hope I have explained it ok...

Thank you very much! I really like the photographs! Reminiscent of the Old West in the U.S.A.! If anyone has one these it would be fun to see. I would assume you would be quite well off, or the person you worked for would be... The 1930 Model A Roadster sold for approximately $570.00 U.S. at the time!
