This seems to be war related, but why have such a pass for Silesia? can one see the hand-written section for the ID the holder had? dienstausweis and pass are scratched out...

Paß und Dienst are scratched out....handwritten on top is Personal, added to Ausweis makes it:
"Dieser Ausweis gilt nur zusammen mit dem auf den gleichen Namen lautenden Personalausweis Nr.........."
This ID is only valid in connection with the personal ID carrying the same name, number.....

Oberschlesien was divided in 1922 between Germany and Poland. This document is from Sept. 21, 1939, immediately after the capitulation of Poland. The document is a 90 day permit to cross the border between West (German) and East (Polish) Silesia.
The person who was issued the permit was only required to show his personal identity card to cross the border, perhaps due to the changed circumstances of East Silesia now under German occupation.
